📄 Transcript and Certificate Withholding Policy

In accordance with Colorado House Bill 22‑1049, Skill Distillery does not withhold transcripts, OR certificates, due to unpaid debts, except as otherwise permitted by law.


✅ When You Can Request Your Records

Students may request official or unofficial transcripts, or certificates at any time. These records will be provided regardless of any outstanding financial obligations, if the student demonstrates the record is needed for one of the following purposes:


  • Applying for a job or internship
  • Transferring to another academic institution
  • Applying for financial aid or scholarships
  • Enlisting in the military
  • Pursuing continued education or professional certification

⚠️ When We May Delay or Deny a Request

Skill Distillery may delay or deny a transcript or certificate request only if:


  • The student does not demonstrate a qualifying need, and
  • The request is subject to routine processing or pending academic verification

We do not withhold records simply due to unpaid tuition, fees, or other debts, unless required by law or regulation.


💳 Fees

Standard administrative fees may apply for producing official transcripts or duplicate certificates. These fees are the same for all students, regardless of account status. No additional fees or delays are imposed due to unpaid debt.

I still owe money to Skill Distillery. Can I get my certificate or transcript?

Yes. If you need your record for a job, transfer, financial aid, or similar purpose, we will not withhold it because of debt.


What kind of proof do I need to show I need my transcript or certificate?

A brief written explanation is usually sufficient. For example: “I’m applying for a job and need to submit proof of completion.” We may ask for additional detail only when required to comply with state policy.


Are there any cases where my request could be delayed?

Yes, we may delay requests during standard processing times or if academic records are still being finalized. Requests may also be delayed if the purpose isn’t related to education, employment, or military enlistment.


Is there a fee to get my transcript or certificate?

We may charge a nominal fee to produce official copies or duplicates, but we will never charge more or delay processing based on your financial account status.


What if I believe my request was improperly denied?

You may contact the Colorado Student Loan Ombudsperson or the Colorado Attorney General’s Office to file a complaint.
